Yukon Vertical Increase
On September 21, 2016, the PADEP approved the MAX Environmental permit application to reclassify a disposal area as a landfill in order to accommodate up to 450,000 cubic yards of additional residual waste. The additional waste disposal will not increase the footprint of the landfill, but will rather increase the height gradually toward the center of the existing site.
Among the requirements, will be the installation of a new above ground storage tank for collecting leachate from the landfill. Project construction began in February and is expected to extend through the summer. The permit also requires that recent odor-control measures become permanent, such as eliminating solidification (mixing) of oil and gas waste on the disposal area and placing daily cover over new waste locations.
In addition to requirements for waste placement, the permit outlines a schedule for staged closure of disposal areas. The lower third of the waste fill is scheduled to be closed and capped first––as early as the fall of 2018 if full by then. The upper third of the waste will be the last to be closed and capped, which must occur within one year of final waste placement.
The permit also makes official the benefit-fee agreements made between MAX and Westmoreland Cleanways and Recycling and Westmoreland Yough River Trail Chapter for several of their environmental improvement programs and educational outreach activities. Funding for these initiatives began in February.

Altus Acquires MAX Environmental
In February of 2017, MAX Environmental Technologies, Inc. was acquired by Altus Capital Partners, an investment firm focused on middle market manufacturing companies in the U.S. Through this transition process, Altus teamed with Bob Shawver, a highly experienced industry executive who will assume the role of Chief Executive Officer. Altus, along with management, intends to recapitalize the company and fund continued growth in environmental and waste management solutions.
Founded in 1957, MAX is a fully integrated environmental treatment and disposal company that provides hazardous and non-hazardous waste transportation, processing, and disposal for the manufacturing, energy, and infrastructure markets. Located just east of Pittsburgh, MAX’s Yukon site is the easternmost hazardous waste processing and disposal facility in the United States, and is strategically located to serve the large, growing industrial and government hazardous waste opportunities along the East Coast. The sale provided a substantial investment in MAX, which will quicken the pace of current infrastructure improvements and lay the groundwork for continued growth. Bill Follett, who joined MAX as Vice President and Chief Operating Officer, says a number of infrastructure projects at MAX’s Yukon and Bulger facilities were accelerated within days of the sale. “With our new management team in place, the additional funding and the help of our experienced employees, MAX has made substantial strides in positioning the company for future success while ensuring environmental compliance.”
Shawver and Follett bring a wealth of experience in waste industry operations to MAX, having worked primarily for private waste handling companies and consulting firms throughout their professional careers.
