About MAX
History
The company is privately-held, and was established in 1957, tracing its beginnings to the Bulger, PA facility. From "day one," MAX has handled hazardous and non-hazardous industrial waste in the safest manner possible.
In 1963, the company opened a second facility in Yukon, PA. Since its inception, MAX has accepted and treated more than 50 million tons of hazardous waste and 1 billion gallons of liquid waste. In 1995, L. William Spencer purchased the company, and a new management team assumed operating responsibilities.
In 1996, MAX developed a program with the PADEP to bring its
legacy sites to permanent closure. The company continues to upgrade its
operating facilities through various capital improvement projects and
its "beneficial use program." All of MAX's legacy pre-RCRA landfills
have been, or will be, re-closed using beneficial waste materials to
bring the landfills up to proper grade. The landfills will then be
re-capped with
state-of-the-art materials.
In 2005, the PADEP issued MAX a 10-year hazardous waste operating permit renewal. Shortly thereafter, PADEP published a new rule, which de-listed treated K061 Electric Arc Furnace Dust following treatment at MAX's Yukon Facility, giving the company a platform for facility expansion projects.
RCRA Waste Treatment Process
Prior to acceptance, MAX performs treatability testing as part of the approval process. Approved waste is shipped to MAX’s treatment systems -- Waste Containment and Processing (WasteCAP) and/or Solid Waste Stabilization and Solidification (SWSS) Systems -- where it undergoes chemical treatment to render it non-hazardous. Post-treatment samples are collected and verified. Waste is loaded into boxes, which are stored in the permitted container storage areas while awaiting the waste confirmation laboratory analysis. When the waste has been proven to be non-hazardous and meets the Universal Treatment Standards, it is ready for final disposal.
